Ildar Khalikov holds meeting on implementing a concept of intellectual and creative potential of children and young people, talent management

On July 28, at Tatarstan Government House, Tatarstan Prime Minister Ildar Khalikov held a meeting on improving the activity of ministries, departments and organizations to implement a concept of intellectual and creative potential of children and young people of the republic “Prospect” and government programme “Strategic talent management in Tatarstan for 2015-2020”. 

In his welcoming remarks Khalikov said that the concept of development and implementation of intellectual and creative potential of children and young people of the republic was adopted based on a Tatarstan President’s decree in October 2012. The concept is aimed at systemic activity of the ministries and departments, enterprises, scientific and educational organizations on the development of intellectual and creative potential of children and young people of the republic.

In accordance with this concept in December 2014 a programme "Strategic talent management in the Republic of Tatarstan for 2015-2020" was adopted by th resolution of Tatarstan Government. Khalikov stressed that the programme is financed, with the Kazan Open University of Talents 2.0 non-profit organization being its authorised implementation body.

Khalikov also noted that the forum "The discovery of talents" was held in December 2015, by the results of which Tatarstan President Rustam Minnikhanov noted the importance of improving and expanding the work on the early identification and support of talented youth.

Tatarstan Minister of Education and Science Engel Fattakhov reported on the programme implementation in 2015 and tasks set for 2016.

In particular, he reminded that the state programme was approved by the Association of Enterprises and Manufacturers of the republic, experts of the Leontiev Centre. The implementation of the programme is carried out under the guidance of the Agency for Strategic Initiatives.

First Deputy Prime Minister Alexei Pesoshin, Chief of Staff of Cabinet of Ministers Shamil Gafarov took part in the meeting.
